Rockland Braces for Potential School Budget Deficit as Lean Fiscal Year Approaches

Rockland public schools are preparing for a difficult financial road ahead as administrators warned the School Committee this week of a looming budget deficit for the upcoming fiscal year. Superintendent Dr. Kron delivered a sobering update on the district's fiscal outlook, noting that while the specific figures are still being finalized, the district is already bracing for significant constraints.

The town has discussed the budget in an open meeting, and we know we are facing another tight budget year, Dr. Kron told the committee. Our focus is being as lean as we possibly can, expecting a deficit again. It is very difficult when you build a team and a system to think of ways to trim it without hurting it. We are a delicate ecosystem. Despite the forecast, Dr. Kron expressed gratitude for the collaboration with Town Hall, noting that the commitment from town officials makes the difficult process more manageable.

The financial pressure is already influencing how the district approaches necessary upgrades. The committee reviewed a proposal to replace Rockland High School’s math curriculum materials, which are now a decade old. Rather than absorbing the cost into the general operating budget, the district is seeking alternative funding. The district's business manager, Jane, explained that the proposal has been submitted to the Capital Planning Committee with the hope of using "free cash" to fund the purchase at the upcoming Town Meeting in May.

Member Michele Bissonnette questioned the contingency plan should the town decline the funding request. After a certain amount of time, things do become more obsolete in terms of presentation and so forth, Bissonnette said, but asked if there was a backup plan. Jane clarified that the district cannot move forward without secured funds, stating, If we approve something and we don't have the funding, we don't have the funding.

Committee members expressed strong support for the move to Pearson materials, citing the need for modernized resources. Member Emily Davidson noted, I think Pearson is a longtime book that's worthy of investing the money in. Member Melissa Mauro-Small added that after reviewing the presentation materials, she believed it was a good proposal for the high school students.

In addition to policy and budget discussions, the meeting served as a farewell to Mark Sham, the district’s outgoing Head of Maintenance and Facilities, who retired after ten years of service. Dr. Kron credited Sham with saving the town millions of dollars by acting as an internal project manager and recalled his vital work when the walls of the Jefferson and Memorial Park schools were literally moving.

Chair Jaime Hennessy joined the praise, noting that Sham’s dedication was deeply rooted in the community. I 100% agree on Mark. It was in his blood to believe in this town and these schools, Hennessy said. He was proud of his work and felt it was his service. We were lucky to have him. Business Manager Jane echoed the sentiment, adding that Sham got the job done with a smile and viewed it as giving back to Rockland.

The meeting concluded with a flurry of community announcements. Member Jill Maroney highlighted a busy week for Rockland athletics, specifically noting that on Saturday, the Boys Hockey versus Monomoy at home at 5:20 would be a highlight for local fans. Member Davidson reminded families that the Rockland’s Got Talent fundraiser is scheduled for Wednesday, February 11th, at 7:00 PM to benefit music and scholarship funds. Additionally, kindergarten pre-registration nights are set for March 3rd and 4th at the Esten School, and the Phelps PAC is currently seeking new leadership for the upcoming term.
